WECA, founded in 1972, was organized to assist the Westchester County (New York) Civil Defense Office, now the Office of Disaster and Emergency Services (ODES) with communications support.

WECA's membership consists of over 300 amateur radio operators (Hams) who live in the greater Westchester County area. Active members serve the community at public service events, natural disasters and civil defense situations as the premier auxiliary communications arm for Westchester County.
