The Rye Plan

The City of Rye, located on the Long Island Sound shore in Westchester County, has recently completed a hurricane/coastal storm evacuation plan. This plan includes a RACES component with responsibility for communications between the Rye Emergency Operations Center (EOC), City Hall, Westchester County EOC, American Red Cross chapter headquarters, United Hospital in Port Chester, an evacuation reception center at the Rye Country Day School, and various ``shadow'' assignments as needed. A ``shadow'' is a radio operator who follows an official (like his or her shadow) and takes and sends messages for the official.

Additional hospitals, schools, churches, and other facilities, as well as wide area communications requirements use RACES operators as part of county-wide services provided by the Office of Disaster and Emergency Services which is the agency that manages RACES.
